Ramia is a candidate for the throne of the magical realm of Juraihelm but is passed over in favor of her rival Tsunami who chose Sasami Kawai to act as her representative on Earth. In doing so, Sasami became known as the magical girl, Pretty Sammy . Ramia decide to go to Earth in order to transform Sasami's friend Misao Amano into her own champion, Pixy Misa. Pixy Misa is supposed to stir up problems and cause Sammy to fail, allowing Ramia to become Queen after Tsunami loses her test

I remember this one, I really like how shy untalkative girl got brainwashed into blond ditzy ojou-sama.

10 points as it stands, some pics of the scene/characters could help, and I think the hypnosis happens 2 or 3 times

Ramia hypnotizes misao only once in the other scenes it's her brother Rumiya who do the hypnosis .

I forgot to mention that the scene is taken from the Tv series not the OVA .

Wait this is the original OVA isn't it?  Oh...  Oh wait... Okay, so I remember watching like 2 episodes of the OVA, but I had no idea that they made an actual TV series for that(Magical Project S), I thought that was the newer Magical Girls Club...  Ffffff, sorry about the goof on my part.  Damn, I wish I saw this one as I only remember a crow medium doing the hypnosis in the OVA.   Okay, +10 so a total of 20 points now dood.

It still looks like it's licensed somehow, at least according to Rightstuf.com
I would very much like to watch it if it ever got streamed.
